central issue involved in the raid and unleashed a spate of indiscriminate criticism of the French government's decision not to permit the overflight of US planes en route to attack Libyan targets It is extremely disturbing to think that the policies of Col Khadafy could ultimately be the cause of a rift within the Atlantic alliance Under these circumstances I feel compelled to lay before the American public a brief statement of the French position trusting that an objective analysis of the situation will go far to avert a reaction that can only serve to encourage those against whom the alliance was originally formed France has long pursued a policy of being responsible for its own defense maintaining independent forces and a national nuclear capability Although Three new patient
